Somewhere I read that on the rubber tank you should add EPOXY down in the tank area inside to block off that nipple area. My question is what kind of epoxy should be used and how do you go about doing it. Thanks ~Duke

I used whatever epoxy I picked up at the hardware store at the time. I don't remember the brand I used. Whatever it was, it has held up for five years so far. I just mixed it up, twisted it on the end of a thin scrap of lumber (like you would with a honey dipper), and lowered it in. I just let it drip off until it filled the hole. I was careful not to drip it anywhere except the hole and somehow managed to not screw it up on either of my two barrels.
I use a short piece of PVC pipe as a stand for my barrel. I also use a canning funnel when filling it. The funnel fits perfectly.

I used E6000 on 7 Loto barrels and after several years of use two just came out. Don't know why but put E6000 back again.

Whatever epoxy you have on hand or at the store. Mix and pour just enough to make it level with the rest of the bottom barrel and you're golden!
