Rotaries are all about the rocks freely mixing. Most tumble rocks from 1 to 2 inches in size.
In most cases the faster the rotation the higher you can fill a barrel. In most cases the bigger the barrel the higher you can fill it. Too many big rocks can have a bad effect on mixing if they encumber the movement. Overly thick slurry will hinder mixing.
A 4 inch diameter barrel with 2 inch rocks is going to restrict movement more than 2 inch rocks in a 6 inch diameter barrel. Consider ratio of rock size to barrel size. 'A mix of sizes' for good reason. But all +/-1 inch rocks is safe for about all rotaries.
