The closeup reminds me of "Cornflake" carnelian.

The waxy look, the conchoidal fracture tells me most of the rock is agate. the whitish pieces inside appear to be coral or some ocean branchy critter like coral. Most likely busted up coral pieces that were encased is silica.

likely an impure chalcedony mix in the form of chert/jasper. Calling it a jasper makes sense, I see no signs of this being an agate.

I'd be shocked if it were anything other than carnelian agate with the "Cornflake" pattern (aka, "Cornflake carnelian"). The cornflakes are formation veils caused by irregular shrinkage of the silica while it was still partially gel. The reddish patch near the contact point is especially nice.
