It's definitely a jasper agate - I see jasper and agate has clearly filled in around it. Hard to call on the moss agate question - I would lean more towards plume agate based on this section of the stone but others might disagree on the grounds that there isn't enough agate to clearly define plumes inside of the agate. I don't really see it being a brecciated jasper without clearly defined chips of jasper that have been broken up by the intruding agate. If you're looking for location that's going to be nearly impossible. There are locations all over the west (Lavic and the N.Cadys come to mind) that produce material that looks the same.

My husband calls most rocks agate. He is right at least half the time : )

My husband calls most rocks agate. He is right at least half the time : ) My father and I cruise around the field roads and such saying "agates... all agates..." when we see a rocky field or a gravel bank in a river or some such thing. Wishful thinking as it's usually all limestone.
At least your husband is right part of the time! That's special!

I would call this a moss agate. Not that there is no jasper envolved. As @alikeat218 said Rooster Tail Agate (a.k.a. Pate de Galo Agate) or possibly Golden Moss Agate from Mexico. Images I have found of both these stones are very similar.
