Is there a means of marking the entirety of the forums as read?

That will bring up unread topics. Use the select and action drop-downs to select unread and then mark as read.

When I go back to the home page, all the folders still have the "new" icon.

One way is to click the link on the bottom to show the desktop version and then do it the way you would on the desktop version. There may be an easier way, but that should work.
