For the 3d printed cups I'm currently using I tried a couple different things. I found that a 2 part epoxy that's formulated for plastic worked the best.

Holds well.

Sphereguy Matt would use PVC fittings to attach the velcro to, I think after shaping it a bit with sandpaper or a router or something. Now that I recall he would use threaded to glued fittings and glue short pieces of pipe into them to make more contact surface. He put a light coat of regular pvc cement on and let it partially dry to be tacky when he put the loop tape on it.

I'm using 2" velcro dots with peel&stick adhesive, in PVC cups. The adhesive is claimed to be waterproof, and I have found it sticks well and doesn't get loose or squishy when dripping wet for hours on end. Didn't need any other glue. Hope that helps in your situation.

EDIT: Is that old school rubber cement still available? You know, the good stuff with the fumes.
