Was on the beach "Lincoln City" area, and found this on the beach with the other rocks.... Soft with layers like obsidian, shines like it too,but so soft(it scratches easy)....Old musky smell to it......Odd piece,I like it... (Thinking maybe a melted rubber piece,plastic.. ??)

I was thinking of the hot tar bocks use to coat seal our water proof docks with. in block form the material breaks easily, with a axe. and chips.
Put a flame to it.

that looks to me to be a piece of tire tread off a large tractor tire...I find those too from time to time...

Does tar frac like flint or glass??? If the piece of tire tread lies out in the elements long enough, over time it will harden and become brittle and fracture like that...

especially if the tire was burnt and this piece just became very hot and then cooled.

It could be petroleum coke. A form called "needle coke" is produced using slurry oil from cat crackers and is hard and brittle like glass. It looks like jet and can be scratched with a knife. It is burned for fuel. Fire it up and see if it burns.
