if there are flecks of metal it is likely lower grade lapis, similar blue rocks not not have metal

Lapis is around mohs 5.5-6 I think, along with sodalite. But lapis has a blue streak on a plate. Sodalite leaves a white one. Hope that helps!

Sodalite usually has black as well. You see lapis from Mt. Baldy area of CA similar to this. No pyrite like Afgan lapis. I've seen one piece of blue/white dumortierite found in Indian Pass area of CA similar also. It is nick named "desert lapis" but that was the only piece I've seen yet that looked like lapis.

If it has pyrite flecks I would say Lapis. If none, sodalite maybe. My experience is fairly limited but that is my guess.
