By refurbish do you mean new diamonds or straightening bent ones? There are a few saw guys left who will straighten them, but I have never heard of new diamonds except replacing the sintered cleats on drag saw blades.

isn't there some metal missing on worn blades? a new 16" blade is 16" one that is worn down would be 15 5/8 plus or minus, right or am i wrong?

If you can cut an accurate disc w/center hole on center, get some copper or brass plate @ 1/16" thickness. Cut and true to size, then with a chisel notch the disk edge all the way round at 1/8" increments. Roll the disc edge in some 100-150 mesh SiC coated diamond grit, jamming the grit into the notches. "flat" roll the disk. This will pinch the grit, holding it in the notches. BAM!!! diamond blade.
