I am leaning towards the coating being Perlite after doing a little checking around on the interwebs, that would mean that these are indeed Apache Tears LOL but will wait on some confirmation.

I'm leaning towards Apache tears also. One way to check would be the good old scratch test. If those are crystal points, they'll be harder than obsidian.
