Bought a chunk of this rough at a show a few years ago and can't figure what it is for the life of me. It is a very dark blue and appears almost black unless in bright light. As you can see with the cab over a flashlight, it has stringers of blue, almost fibrous looking stuff running throughout the stone. Some of the blue streamers end in black, or nearly black. It is HARD!! Not sure of a MOHS, but it is way up there and seems harder than any Agate I have ever cut. Hardness wise, I'm leaning toward a Corundum, but never seen any that resembled this. The rough was about 6 inches long by two inches thick and four inches wide. It appeared to have been a vein of material rather than broken from a larger boulder

I originally thought it to be some type of quartz given the hardness and almost fibrous, rutile like stringers , but the threads are all oriented the same direction completely unlike any rutilated Quartz I have seen. Quartz won't scratch it, so it has to be at least that hard. I have no Topaz to do a scratch test with though. I cut that cab before I had diamond finishing wheels and it flat tore up the Silicon carbide belts, so I didn't mess with doing more cabs I'll try to get a better pic with the light shining through. The pic above makes it look splotchy and doesn't show the threads very well

I'm with Snowmom and Orrum. If I found something like this at Big Sur, i'd be jumping up and down.
