Check their policy first, many central/south American countries only allow you to bring "finished" goods home, so they may confiscate rough at the airport. A friend had to leave her rhodochrosite at the airport in South America.

A cool route to rocks on the beach and some creeks/rivers is Hwy 2 out of San Jose to San Isidro, turn right onto 243 west to Dominical on the beach of the west coast.
Then take the road along the coast headed south. Where many of the beaches have rocks and gravel.
Hwy 2 is a high elevation ridge route at 7000-9000 feet elevation-nice. The last 20 miles along Hwy 2 and 243 down to Dominical goes from 8000 to sea level in 20 miles.
Dominical is very Americanized.
The east coast has a low elevation and sandy beaches. Never found gravel beaches over there. But SW Costa Rica has higher elevations close to the beach exposing rocks.
No idea of what the rocks were, just remember the beaches in SW CR.(was not a rock hunting trip) Or ask the locals in Dominical where gravel beaches are.
Trip from San Jose to Dominical worth the drive X100. Dominical a favorite beach for Americans. 15 miles south from Dominical is Marino Balleno Nat. Park. Lots of rock beaches between Dominical and Balleno.
The volcanoes were more the NW I believe. May have agate fields...
I stayed a weekend in the area of SW CR where the ancients made those giant rock balls. With two CR cowboys. Mostly native population. I was 2 feet taller than all of them. They took me to a local 'disco' Fri/Sat night. I don't think many Americans frequent that town. OMG and nevermind, that was one crazy weekend. It was the town of Palmar on the end of Hwy 2 that follows the Rio Grande de Terraba. They have or did have international Jet Ski races at the river bridge in Palmar. Terraba River is a visit in itself geologically, giant round boulders and incredibly violent river at high water. But where it drains into the ocean south of Dominical it creates a long sandy beach devoid of gravel beaches, just low floodplain.
Good luck. I would try to book a room in Dominical for part of your trip.

I spent a week in dominical in 1997. This time northwest at Jaco. Maybe look into your little town nightclub. Please don't ask me why. If you don't already know, you don't deserve to know.

I went to Jamaica and found a little stretch of beach full of pebbled and found fine banded agates and jaspers. Lots of limestone and caves there. They looked to be volcanic origin formed in basalt. Costa Rica has lots of serious volcanos. must be fine agates there.
