Western North America went through some rough times as it was shoved northwest by the opening of the Atlantic Ocean as Permian Time died and Triassic Time began. 280 Million years ago, the De Chelly Sandstone was quietly accumulating. Suddenly an erosion unconformity of ~50 my was washed away. The Shinarump Conglomerate was laid down upon its eroded surface. Ocean floors are about 5 miles thick. Continents are 30-40 miles thick. When they collide, the continent always wins. Sea floors have choices as the compression forces build. They can buckle up ^, buckle down, be subducted, obducted, or all of the above. So how was the Shinarump emplaced?
