How do you remove the pully to install a new motor on a one year old highland park slab saw?

Id have to see a pic to tell you 100% how on your machine. But they usually just have a set screw that needs to be loosened up and then you can slide the pulley right off the end of the motor shaft.
Ive had a few pulleys that didnt want to come off once the set screw is loosened and a few taps with the handle of a screwdriver, or a deadblow hammer usually gets them going. If its REALLY stuck on there, spray it with some penetrating oil and try again. And if its decided to become one with the motor shaft then you may need to use a gear puller as a last resort.
The real question is why is the motor on a 1yr old saw already dead? Have you contacted HP to see if they would warranty the motor??
