I started a few pieces but I’m struggling with bail size for the size of stones. I’m hoping maybe I could get some input on how to figure out the best way to determine a size.

The bail in your first photo looks rather large for the stone/setting, but its relative height/width will also depend on the diameter or width of the chain. In general, I think that a chain with a diameter of, say, at least half the height of the bail would make the bail look appropriately sized for most set stones. It's all relative.
There may be a tendency to choose oversized bails, especially when one is relatively new to making pendants. I don't know of any rule of thumb, but this is what I suggest: choose the smallest bail that still "works" with the pendant design.

I'm a wire wrapper, so take what I say with a grain of salt. I used to say the bail should be 1/3 the height of the pendant. But it can be much smaller depending on the overall scale of the piece. And, you should consider the size of a chain or other thing that one might use. When I started, the fashion was to hang a wire wrapped pendant on beads, so bails could be much bigger.
