Depends what you intend them for. Garnets and rock chips work fine with materials of similar hardness, and will give you small polished rocks or garnets in the end. But they add weight which can add stress to your motor, won't work well with softer materials, and will wear down so you need a new supply of them.
Plastic pellets are lightweight, can be reused quite a few times, work with rocks of any hardness, and help to cushion the impact of the rocks so they don't chip each other...this would be particularly relevant with your other question about doing large rocks since the big rocks can beat up the smaller ones pretty badly. But some people hate separating the pellets out and cleaning them (they float, so separating them isn't difficult but can be messy). And they won't give you tiny polished garnets or rock chips like when you use those materials for filler.
So take your choice....
