according to USA Today:
"The ring is a "halo" and it's caused by ice crystals in cirrus clouds bending the sun's light. Sometimes the clouds can be so thin you hardly see them. A halo can mean that rain or snow, depending on the season, is on the way because the high clouds could be the leading edge of an approaching extratropical cyclone or a warm front."

We see this effect allot here in the SW becasue of drit particals. It happens with the moon as well. Awesome Song by Steve Earl is called "Halo around the moon"
