My assumption would be that they just installed the posts.

well, unless that van will fit through those bollards (which would kind of defeat the purpose), i'd say those guys are going to be fairly embarrassed when they call their boss to bring them a jackhammer. mason's are usually smarter than that.....

Looks to me like a couple of guys that fell out of the stupid tree and hit every branch on the way down. I'm guessing they were able to squeak through the two on the bottom of the picture, at least pixel-wise, the truck fits.
