superficially, it does look like one. On the last photo, the area on the right looks a bit porous. But, I see some stuff that looks like quartz. Personally, it's a bit hard to tell without having it in hand, but I don't think it is a hoof.

What I know about rocks ya can fit in a thimble! What I know about fossils is even less, but... I know a little tiny bit about horses. I'm pretty positive it's not a hoof although the resemblance is there.
Did you get the collection local? I pick up alot of rocks on walks in my area. I've found that there's quite a few that have a combo, almost a 1/2 & 1/2 of two different types that are joined into one. You can usually see really clearly, a demarcation line. Yours reminds me of those.
