Why do some people charge $15.00 for 4 Oz's. of tin oxide and you can buy from dealers for 18.00 a pound. Is the any difference in the oxide?

$30+ per pound is more common than $18, some places its more, some less.
$15 for a quarter pound is still pretty excessive though, so if you can buy it for $18/lb or better- I would say you should. (BTW at the Rock Shed, its $16/lb)

There is sometimes a purity rating. It should say "99.9% pure. West Coast prices on 1 lb pckages are generally over $30 although Covington lists it for $19.95 and $89.80 for 5 lb. package.
