It looks like a project trying to get an air hose to that rear tire. I just bet there is a little secret door that opens to give you access to it.
This gives a whole new meaning to the expression (FULL DRESS)

You're right, it's an Electra Glide. I couldn't see much of the bike, all I saw was what I thought said "Heritage Softtail" on the rear fender (what you can see of it anyhow) lol.... after I put on my reading glasses I see it more clearly. (I'm not old, just too many years staring at radar screens) ;D

Ahhh, it is indeed Japanese. (Harley in Japan). I hadn't noticed that before, I was blinded by the trinkets. Looks like he was trying to make it resemble one of those dragons.
