When filling the rotary tumbler, filling 3/4 of weight of the capacity of barrel or 3/4 of the volume of barrel? 60/90 coarse run.

Very good question! Yes, the guideline/rule of thumb is 3/4 full. I had mine filled to 3/4 volume, and my 3lb barrel, with rocks and grit and water, weighed 4 lbs!
I have reduced my load to 3 lbs total, but now the barrel is only half full, and I know this is not optimum for tumbling.
Any ideas?

I fill mine to 2/3 full and add ceramic media to bring it up to 3/4 full. If your tumbler motor won't handle a 3/4 drum the ceramic media would be a good filler. I've never felt the need to weigh a barrell and add grit/polish like my mother used to cook, "add about that much" .

Thanks, John. Do you use the ceramic media in the 60/90 stage? I don't use it until 120/220.

Yes. It acts like some rtocks in the mix to speed up the process.
