No, blue tourmaline is exceedingly rare. The crystal structure isn't that of tourmaline, either. No idea on what it might be, but it's not tourmaline. Hopefully one of the other mineral whizzes will be by soon.

Not sure of origin> i got it at the consalidated gold mine (pay dirt) in GA i know that s not gonna help LOL. I have another piece that is blue on one end light green on the other but same stucture.(the largest in the second pic. its hard to see but if you put a light behind it you can see the two colors
