When it comes to hand polishing or buffing ... are their special products that one has to buy to do this? ... OR

Can some of the "pre" and "polish" polishes have water added to them to use with a buffing wheel?

I've mixed crome oxide into a thick paste to use for a final hand polish on jade...I'm sure you could do the same with cerium oxide or aluminium oxide. Also, in the past, I've used commercial buffing compounds for use on car paint with success on agates....
