Not sure I understand the question but I think the answer is that it depends. The critical issue is the consistency of the slurry (grit, rocks, water, and sand generated by the tumbling action). So you need to check on your load after a couple hours and keep checking it daily. If it's too thin you're delaying the tumbling process and potentially damaging softer tumbles. Too thick and you're also delaying the tumbling action. You have to find the sweet spot.

If you mean plastic or ceramic media the entire load should come to 3/4 the barrel. Water should be somewhere from bottom of top layer to covering top layer with some rocks sticking out of water.
