If you are talking faceted gemstones I don't know any way to polish without equipment. They are polished using the same facet machine they are cut with using a polish lap. The angles have to be maintained precisely. Facetors use a number of polish laps including Batt Laps, Dark Side, Tin, Copper, etc. with diamond compound or spray or cerium on softer stones like quartz. By hand you would need a flat surface you could load with diamond and a lot of time. I don't know how you could keep the angles precise though.

OK, so you are cutting flat surfaces on cabs rather than faceted emeralds or other gemstones. If you go through as many sanding disc grits as you can (automotive paint suppliers usually have some really fine) then yes the leather discs would work to polish. You could use them with diamond compound also. Save the worn sandpaper discs for prepolish would help too. When I used SC belts I kept a worn 600 for a prepolish and then buffed with polish. Hard felt discs would work well for polishing hard stones with polish also.

You could easily go from 1500 to polish. The other choice would be go to 1500, use 3000 diamond on leather, followed with polish on another leather.
