looks kind of flat on both sides. I found it on the beach. Is it glass? Can it be amber? Attachments:

How hard is it? Will it scratch glass? Will a common steak knife scrape off some of it? How about a copper penny?

It does scratches glass. Nothing get scraped with a steak knife and the rock makes grooves in a penny. The X-acto knife which I think is SS makes a metallic mark on it but doesn't seem to remove anything.
It also seems to me heavier than a piece of glass I'd expected too be.

Was this found on one of the Washington or Oregon beaches ? Looks like some of the carnelion agate from up that way.

It's an agate of some sort. The colors could be due to iron staining. There should be lots of agate along the lake shore, brought down from the north by the last ice age.
