Any of the lapidary supply companies sell adapter bushings for wheels, and if you ask around, blade adapter bushings can be found too. I'm sure John, jsgems could help you out. And they'd be a whole lot more accurate than homemade. Of course if you have access to a metal lathe, you could always make accurate bushings.

Depends on what you want. The telescopic plastic bushings are pretty cheap and work on pretty much all wheels. Blade bushings are also cheap already made. You can likely find them labeled as shims in the pull out hardware drawers. For motor shafts I use 1/2" to 5/8" bushings I kept from when I worked. Most of the fractional hp PSC motors with 1/2" shafts came with a 5/8" sleeve adapter that had a groove for set screw or key way to use a 5/8" bore pulley. The bushings are steel and I'm guessing need to be strong to mate the shaft to the pulley. Brass would probably work too but would need to fit tight.
