My grandma used to say "once you lose your health your screwed". That's coming back full circle. Trillions to the banks, austerity for the rest of us.

When I was in China a friend had a tumor removed from his brain. A specialist was flown in from Beijing to do the surgery. His total cost was just a hair under $5000.00. That is not a decimal point error. Five thousand dollars. And guess what, He is still living. Health care was insane before Obama was out of high school and is just another form of greed taking precedent over logic. NOBODY is required to have a pet. How can anyone complain about the cost of a luxury (non sensual item)? That is like a man filling up a Hummer with gasoline and complaining about the price of gasoline. Does not compute. Jim Yup Jim, you're right. I think we should all give up our pets, TV's, cell, phones, cars, etc. We're not REQUIRED to have anything. We aren't even REQUIRED to eat, so let's give up food as well. NOT. I'll complain about anything I durn well please to complain about. There will be a time when we are REQUIRED to not complain if the Obama's of the world aren't put in check. And that my friend is going to be the end of the road. Curt I just remembered something Jim, correct me if I'm wrong. I think I saw you complaining about new gun laws. We are not REQUIRED to have guns, so why are you complaining?

Sorry Helen, I don't think you qualify.
The free cell phones only go to those who qualify for the program under the exact same eligibility requirements that have been in effect since 1996. An applicant is generally eligible if they are at or below 135-150% of the Federal Poverty Guidelines (depending upon the state in which they live), or if they already participate in one of many public assistance programs such as Medicaid, food stamps, energy assistance, public housing and others.

Yup, it started in 96 and like all government programs it's blown out of sight. I don't remember the exact number but I think it's a couple billion a year we spend on free phones.

This is disingenuous Bill. First of all, the program DOES NOT cost taxpayers. It is a tarriff put on cell phones to people with phones and paid out by telecom carriers. This from the FCC site: Who Pays for the Lifeline Program?
All telecommunications service providers and certain other providers of telecommunications must contribute to the federal USF based on a percentage of their end-user telecommunications revenues. These companies include wireline telephone companies, wireless telephone companies, and certain Voice over Internet Protocol (VoIP) providers.
Some consumers may notice a “Universal Service” line item on their telephone bills. This line item appears when a company chooses to recover its USF contributions directly from its customers by billing them this charge. The FCC does not require this charge to be passed on to customers. Each company makes a business decision about whether and how to assess charges to recover its Universal Service costs. www.fcc.gov/guides/lifeline-and-link-affordable-telephone-service-income-eligible-consumersIt is a per use type tarriff, and the fact is, you can refuse to pay it by simply not having a phone yourself. It's like the Tobacco tax that directly funds Children's health insurance. If you don't smoke, you don't contribute to that. It doesn't cost taxpayers ANYTHING, it costs smokers who choose to smoke only. And while I'm sure there are cheats (which you pointed out that the FCC are now cracking down on), I'm GLAD my phone tax pay for an elderly retiree with a few hundred dollars income a month from Social Security to have a phone to call doctors and 911 with. That's a far better use of money I'm force to pay than to give the Republican Koch Bros more oil subsidies as they steal from us coming and going. But that's me. Those who object to the tax CAN avoid it, it's a use tax on phones to provide helpless people with phones for emergencies, not Gov't revenue of any type.

Again pointing out the need for oversight (and punishment) where there is money to be earned by immoral profiteers

Saying we don't have to pay for these phones is like saying we don't have to pay gas taxes. Just don't drive a car.
I don't have a problem with elderly folks getting a phone if that were the case but it's not the case. Every person on welfare, whether they need it or is just ripping off the gov. can get one.

So your sayin that cell phone users are not tax payers. Seems to me that its just another hidden tax. Passed on to cell phone users with jobs.

Ain’t just ghetto slobs on welfare. There’s a whole buncha hillbilly rural health care facilities and hick schools and libraries suckin’ on dat socialist ___ too. Coming soon to slugs near you? Nah. Most likely already there. “ . . . a study concluded in 2005 by a University of Texas student under the supervision of Economics Professor Mike Ward, using regression analysis, showed the E-Rate program [the commonly used name for the Schools and Libraries Program of the Universal Service Fund] in Texas school districts to have positive effect on factors like test scores, graduation rates, and college admission rates.” The Universal Service Administrative Company distributes more than $7.5 billion annually.

Curt If someone qualifies for welfare, they clearly can't afford a phone unless they are welfare cheats. If they get caught being welfare cheats, the IRS can demand repayment for every dime they got from welfare, PLUS interest, PLUS a penalty, exactly the same as cheating on your income tax and getting caught. People who don't need welfare but take advantage get caught all the time, and then they demonstrate the proverbial sitting on the furniture as the IRS moving guys pick up the chair and moves them out to the lawn during the repossession and sale of assets to pay those back taxes, interest and penalties. This before or after they stick them in jail for income tax evasion.
