I can not help much with the price question, but the blue variant is known as "Hawk Eye" (or Hawk's Eye), I was looking for some acwhile back and that term helped me do more research, might bring up some better price examples for you.

You will find that Hawks Eye is a rarer version. Blue is the colour of the crocidolite (asbestos fibres) which have been replaced by quartz. The golden colour of tiger eye is caused by the iron oxide content, among other inclusions, so basically the hawks eye is a more 'pure' form. It is more sort after, but not sure if that filters down to much of a price difference between the two
