Look up Phyllostachys.Running bamboo.Look for it growing in the hood is even better.If it looks healthy-steal some in February-March.A 12 inch clump with 2-3 poles will get it going.Sharpen your shovel,the roots are metal coated nylon rope. Warning-it is invasive.Make sure you are bigger or meaner than your neighbors LOL.

Invasive by roots Randy.If you get say P. Henon,a good 40 foot tall hardy bamboo for your area,it can put up a cane 40 feet away.So it often has roots as far away as it's height,that are capable of sending a 40 foot cane up.It only comes up in April and May so it is not to terrible to control-in your yard.I used to sell a lot of it.Many were urban folks wanting to stick one in their nuisance neighbor.As Snuffy says-one way to get to know your neighbors:> It will not grow under driveways and streets.That may help.

I have been asked to testify.It is an act of God.May check Virgina law.It grows toward the sun(warm soil).Cold soil will stop it in it's tracks(under a driveway for instance).

can't you control spreading by driving some boards 2' in the ground where you don't want it to grow?
