Is a dremel useful in this rock tumbling hobby? If so, what attachments work the best. Can it cut rock?

There are rotary diamond blades that I have used to cut shell and meteorites. I have seen them in two different sizes.
I also use rotary tools with various diamond burrs to clean other material out of the matrix of rocks.

some type of diamond ball or drum burr, large size, can help smooth out crevasse or take down thin wedges. but overall not a lot of help. the tools wear, and it adds to the cost. you also need to work wet.
more useful for drilling a hole in finished rock, even moreso with flexshaft. many need collet set or multichuck
can also carve a bit on softer stones. harder ones too but it takes longer and requires better diamond tools.

The only diamond accessory is a diamond point....it says it's for carving but not drilling. Not sure if that will be useful. I am very new to this so I have absolutely no experience with any of this.

any grinding accessories besides diamond will not dent agate. you can get braised burrs cheap from jadecarver.com, and sintered ones from $5 to $30 each.
with light touch, 1.5" diamond cutoff can be poor man's lap plate

Thanks for the website....so will one of these sets work for smoothing out rough spots after the first round of stage one? Which grit/grits will help the most?

If you want to remove material (accelerated and directed course grind) then you want a course burr. The finer girts are for smoothing without hardly removing any material. IMO this should only be done to fix small pitts or to broaden the valley of a crevasse or to take off small protrusions. IF you use it to remove a 1/4" wedge on one end, you will eat through plated burrs like crazy.
Also keep spraying work with water. Always grind silica wet.
