I just took my (new to me) UV 18 out of the box. The previous owner ran two loads of jewelry in walnut shells, otherwise this thing is brand spankin' new.
Anyway, is there supposed to be a layer of foam attached to the lid? I never noticed this in various tumbler pics, so I just wanted to make sure this wasn't something added by the previous owner. It's just a black foam layer attached to the underside of the lid to (presumably) create a better seal between the tub and lid.

Quick Answer -- YES
Slightly longer answer: since the foam is black and fairly thin and dense it will not show up in pictures. It really helps cut down on the noise.

Steve is right, but it will still be noisy. Be sure to clean the foam well between loads. The down side of the foam is that it tends to catch and hold grit which can lead to contamination between stages.
