If everything is fairly quiet and you don't have to disassemble you can always leave the pulley on and use a 2pc shaft collar. www.ebay.com/itm/1-2-Shaft-Collar-2-Piece-CTC-114-RTS-1-2-Inch-/330836280735?pt=LH_DefaultDomain_0&hash=item4d0761059fEasier to install and no set screw to leave a mark on the shaft, If I use one with a set screw I use a grinder or file to grind a flat spot where the screw goes to avoid problems later if the shaft needs to come out. To remove the screw that held the leg on try some penetrating oil like PB Blaster or Aerokroil, steel screws love to stick to aluminum. A LITTLE heat to the area the screw is stuck in will help the oil get in and may help to loosen the screw, and when loosening going back and forth between tightening and loosening and hoping for a little looser each time is a good technique, take your time and don't try to force too hard, you want th keep the threads intact for reassembly.

Thank you, Lee! I sprayed everything that had any kind of a connection down last night. Will work on loosening stuff today. I know the motor is quiet but I haven't tried the lap yet because I couldn't get the other belt on. Will try that today too.
