Thats nasty. You should be able to save the flange. Just drill a hole through the shaft and the use a bolt to re-secure it. Or a pin like the one above.
Yes the stops come with the bearings.

I spray the crap out of the holes with liquid wrench and then drill with a left handed drill bit, left handed because usually as soon as you drill the point off the setscrew the drill bit will grab the setscrew and spin it right out w/o using an easy out. got to get LH bits from a real tool store. if it doesn't come out with the drill first try an extractor but if you drill the points off both the flange can be pulled and replaced anyway.

What would be the purpose of a LH drill bit?

Thanks Phil, I have never checked for them at HF, I think the place I've been getting them charges as much for a single bit.
