Looks like a mix of carnelian and agate. Solid quartz center. White agate lined. A honey carnelian color. Hard to tell which is the candidate.

carnelian = agate = chalcedony, it's all microcrystaline quartz. This piece is agate with a quartz center. the coloration of the agate suggests carnelian.

Does a steel knife scratch it?
Does it react with pool acid?

I would say definitely carnelian which is basically agate that forms in the proximity of iron or other minerals that give it the amber to red coloring. Looks like it might have nice banding if sliced or tumbled.

It was put in muratic acid or pool acid and the lines stayed. I have not scratched it but I will try it. Although it has been a bucket of rocks and has not scratched off.

The white caliche is very typical of weathered agate. That plus the banding makes this is high probability of being agate. It could be nice cleaned up, sliced, polished or just left as-is.
