My new saw needs a new cord. Besides having been chewed on by a mouse, the old cord was not grounded. I'm not sure where the best place to attach the ground wire is. There's a bolt inside with no wires going to it, but I don't see anything indicating that it's for a ground wire. Should I just attach it to one of the two screws that hold on the cover plate?

Don't attach the ground to that spare bolt. Attach it to somewhere on the case of the motor, one of the bolts that holds the motor together would do but there's usually a screw (or in the case of an old motor a threaded hole) somewhere close especially for the earth, often take the earth wire out that little port hole just showing at the top of your picture. failing that the cover screws would do but would foul up getting into the cover, not really a good option.

There are no screws or even threaded holes. I'm not sure what you mean when you say, "take the earth wire out that little port hole". I see the hole, but there's no wire. I can try to use one of the bolts holding the case together. I'm heading to bed now and heading out of town for a few days in the morning, so this will have to wait a few days. Thanks for the help.

I routinely attach the ground to one of the screws that hold the cover on using a full circle terminal lug, not a problem to me. Leave the wire long enough so a nice loop can be made under the cover, easier to get the wire out of the way if you ever need inside the cover.

That motor is wired wrong, follow the diagram on the inside of the cover, your line in should go to the #1 screw which has nothing on it, then the blue wire should go to the #2 screw if you want thermal protection, blue wire should go to the #1 screw if you dont want thermal protection (thermal protection is a good idea) Both of them are on #2, not sure what that will do, maybe bypass the thermal protection, although it says both on #1 will do that. The ground can attach anywhere to the case of the motor.

Ok, I'm on my way out the door for a three day trip. Just to be clear (because I get nervous when working with electricity), should both the blue and black wires move to the top, like this?

If you do that it will work but you will have no thermal protection. If you move the black wire up to #1 and leave the blue wire where it is then you will also have thermal protection. Thermal protection means when the motor overheats it will shut itself off.
