I don't think it's Carey - too uniform in plumes and background materials. All the Carey I've seen or been aware of is red plumes rising into white clouds inside of fairly clear agate.
Have you tested the hardness? Will it scratch with a knife or other steel?

I just tried scratching it with my Kershaw knife, didn't leave a scratch.

I wouldn't say Carey, either, but it sure is pretty whatever it is.

jgrocks, I think what you have is either Chinese Dendritic Jasper or Flower Jasper, both from the Owyhees. The difference between the two can be somewhat tricky, but if I had to guess between the two I might call it Owyhee Flower jasper.

Here's a similar piece to yours I found online. It's being referred to as Chinese Dendritic Jasper, but it's in the same ballpark as yours either way.

I have Chinese Dendritic Jasper, I know you said in same ballpark but yeah it is not that. If I were to cut a thin slab of the best material of Chinese Dendritic Jasper it wouldn't even be near this translucent of this thick slab.

From your images it's really hard to tell what you have. The images are good but give no indication of how the rough will look after polishing. For comparison, here are some Carey Plume cabs from my personal collection. I re-cut them from badly-cut cabs I bought at an auction. I've never cut the material from rough so I can't judge exactly what you have. Carey Plume b round Carey Plume c white Carey Plume black

IMO jgrocks is correct - definitely not Chinese Dendritic Jasper nor Flower Jaasper. Neither of those materials are translucent.
Back in the 1970s I bought a couple of slabs of the same looking material you picture, and may still have some of it around here somewhere. If I remember correctly it was sold as Quartzite with red dendrites. I can not remember where it was originally from. And also if I remember correctly it was softer than agate to cut.

This is a picture of a slice of some Carey plume that I purchased as rough rock back in the 1970s. This is a slice before I cut it into cabs.

Thanks for the information Quailriver, this does indeed come from a very old collection dating back to the 60's. I know it is not Carey Plume but check out this picture I just stumbled upon, very similar looking but with a black dendrite, It has those little white inclusions in it as well. Says it is from Manganese Dendrites in Agate from Crook Co., Oregon, USA.
