He will offer to sell you gem rough and cabbing material. He does not report deals to US customs, and you could be asking for trouble. BIG scam.

Even as a seller. They come in trying to buy thousands of dollars worth of rocks and equipment, and then they give you a credit card from some guy in St Louis. Caveat Emptor!
