From the vantage point of having little data other than appearance, I'd guess that your stone is limestone and not a flint/chert relative. The way to clarify it would be to drop a bit of acid on the surface and see if it reacts. I'm not seeing anything that look like a conchoidal fracture. Would you be able to strike one of those bumps with a hammer to see how the fresh break looks? All of those irregularities on the surface are probably where the stone has eroded (weathered) something that calcium based minerals and rocks do much easier than do the silicates like flint. Limestone would be softer and easier to scratch than would a flint/chert. OK, I've gone out on the limb with some guesses. Maybe you can clarify it.

What he said ^^^
Failing acid, try a knife scratch. If the knife can scratch the stone it isn't flint. If it cannot, it MAY be flint.

It is harder than steel but I am not seeing sparks, but just hitting a flat area to avoid breakage.

I actually really like the way it looks as it sits so want to display it like I found it. The breaks that already exist show some layering of the material so it would be banded cut. It is definitely a very interesting stone just as it sits.
