It does seem to have an opal-like quality. Maybe common opal in opalized cement? Could the softer parts be compacted/weathered diatomaceous earth?

fernwood the image 191 looks like typical Keokuk, Indiana, TN geode type quartz but the rest as you go down from there appears to be a gassy quartz/chert material. these lower parts could be gass bubbles or former small critter carcus that provided the silica for the rock.
