Could also be one of the larvikite monzonite types. That stuff comes in a variety of colors with blue labradorite inclusions, and sold under a dizzying number of trade names (Blue Pearl, Blue Opal, Blue Horizon, etc.). Here is a mine in NorwayThe little green crystals (olivine) also fit with larvikite.

Could be either. They are both mined in Norway and Canada. Sold all of the larvikite I had. Thanks for the mine link. My friend in Norway sent me some photos of a mine and some carved for sale locally by her. More research is needed.
