I've asked this question before about another specimen that I had, this one looks different. I'm fairly sure it's not a rock- it has a rough texture. Attachments:

Looks a lot like bone, but could be oolites, too.

The overall shape resembles bone or fern, but I cannot see any regular structure or tell whether any of the agate-like formations are tubes. You might want to cut a window perpendicular to any grain direction you perceive to get a better sense of any structure. If they are not tubes/canals, then rockjunquie's suggestion of oolite is a good possibility. Interesting piece.

I'll have to look up oolite. No, I don't see any tubes or canals like I have in other pieces of coral.

Actually, this is a new piece, I just found it on Sunday. It's similar, but there are a few subtle differences. Mostly texture-wise.
