Having bought a lot of rocks on line both from members and other sites the thing that always gets under my skin is when buying rough I get rocks that have a sliced end. If it was not good enough for the seller why would they think it was good enough for me. Rough to me is not cut. If it is a free bee, thank you. If it is part of my poundage I am probably done buying from you.

And, isn't that done to show what the inside might be like?

I think I understand the issue. Back when my son and I were buying packs of sports cards, boxes had a standard distribution of players and the owner of a box would open some packs and when a significant number of the good cards were found they would sell the rest of the packs. It was a ripoff.
The owner of rough will face or window rough to see if it is good based on outward appearance. Selling the rejects as rough can be a ripoff. Selling the faced or windowed rough as such and showing those areas can be a benefit to the buyer since they get more information. Faced material generally sells for more than rough when it shows a good scene.
I've generally found that the owner of the rough knows a lot more about the particular piece and the material in general than I do. I bought three pieces of Owyhee from catmadewe; two faced and one unfaced. I asked him to pick out an unfaced piece of rough and it was far superior to the two faced pieces which when they arrived they looked like the pictures so I made an informed choice. I bought a piece of unfaced Willow Creek that looked good on auction and it was landfill. I saw another promising piece on auction and this time asked the seller if it was good cabbing material and was recommended a couple slabs that had just been listed.
Rough is a gamble like buying packs of sportscards and the more information I have the better.

A lot of dealers will vice up a larger stoneslab off the exposed part, then sell the uncut remainder as is.
This doesn't mean it wasn't valuable to them. They made slabs to sell and don't need more of the same. Plus, bonus!,they get to resell the remaining hunk. Saves time by not have to glue it up and wait to finish slicing it.
Just my gut feeling have made these purchases like you. I may be incorrect.

One of mine is spelling. Ymmv. : ) My sspelling is not so good looking either. I can accept a certain amount of typos, the tiny buttons of cell phones cause many, even for me. Of course, you can always edit to correct them when you see them, so others know what the heck you are trying to say. BUT, I have to wonder how the gears are turning inside someone's head when they can spell the same word three different ways in one post!

I think it was Mark Twain who said he never trusted a man who could spell a word only one way. 🙃

I thought Tommy Snodgrass said that. Or was it Sam Clemens?
