Seem to recall someone made a tool for that (bunch of teeth that looked sort of like a horse's curry comb with the bands of teeth tight together). I'm thinking a rough file or coarse sandpaper glued to a board might also work. Result would be soft felt surface until it wore down some, though.

Right on
I use felt of small Foredom arbor & have had the same issues
don’t recommend my solution like the above suggestions
I used a real rough dressing stick Used to true my S/C wheel or even sharp edge piece of agate slab to true it up
I’m a backyard grinder So my methods are less than.... well someday... I’ll true up & upgrade... for now... they work for me…mostly

jus re-read
8" inch felt is big! only exaggerates the problem
wobble from side to side strange sound more like the flanges are caddy whopmpis
but sounds like you've inspected everything
how does the o.d. of the wheel run ?
anyway I would think it would dress fairly easily to the arbor but once removed it may be difficult to place it back to precise location on the arbor

yep that is considerable interesting
as mentioned I only use 4" diameter felt wheel fairly inexpensive & not greatly trued have no real experience with manufactures quality control
plus I'm spinning the wheel onto a tapered spindle so there going to be some play I just shave it when I feel necessary
moving on tho what type of polish are you planning on using ? is it mostly for jade work? that o.d. seems like it should run fairly true
how much are one of those wheels?
not that you have to answer any any of that ha
but ya have really nice setup there will do some serious buffing/polish!
