This is the back side of a polishing wheel. What is this oversized flange thing called? (circled in red) Where can I find one to fit a 1/2" arbor? Also, that spring that the hooks are on, where could I get those? Thanks

That looks like the back of a Richardsons Ranch polisher unit but looks homemade. They may have drilled holes thru a screw on lap.

Definitely a Richardsons or earlier slow wheel. I have two that I haven't unpacked yet, but the kitchen remodel just provided the cabinet with counter top I needed for it. I think my flanges are something that might be easier to find. They were never threaded on, just a set screw.

This is much larger and machined out of billet aluminum. Richardson's would not put this in their, costs too much, well at least in their new ones.

They bought the idea and the jigs and stuff for the HS santer and the slow wheel polisher from the inventor in WA state years ago, I suspect the lathe turned flanges may be from an early machine, or maybe someone with a lathe and time on their hands made one or two. The flanges on mine are set screw flanges, never seen one with a floor flange, they're threaded with pipe threads.

Yeah, I thought about using a polishing head for one of these, then decided not to for some reason.
EDIT: For your spring, just measure the length and diameter of the one you already have. When you find one like it just twist the ends together. The hooks were made from an old piece of heavy wire I had lying around.
Here's what I wound up with. A slide-in cast flange that I had to drill out to 3/4" ID. The inside of the casting was pretty rough.
Made it so I could switch between Aluminum Oxide and Optical Cerium more easily.
