Do these just pop off and if so do they slide back on? Or do they need a special tool of sorts?

Super tight friction fit. I haven't found a good way to take them off.

I usually do myself. If you have a pair of pliers and a small hammer, you open your pliers, lightly clamp them under it and tap the rod down with the hammer.

When I've had to pop those off other things, if I can, I put channel locks around the shaft, then redneck brace it against something then pop the top of the shaft with a hammer. You don't grip with the channel locks, they're just there against the washer. If this doesn't make sense...don't try it! LOL
If I have room to put the shaft in my vise, I do it that way instead of using channel locks. Again, I'm not tightening the vise...
