There are three clubs around me, but they're all 1 - 1 1/2hrs away. I've been kicking around the idea of seeing if there's enough local interest to start a new one, but I'm not sure what sort of legal/regulatory headaches might be involved. Any advice would be greatly appreciated, especially if someone knows something specific to Ohio.

If you want to be a part of the AFMS.org, the mother of the federation clubs, ask them.
You could also email the three local clubs you mentioned. I would not drive more than a half hour myself.
Another consideration would be time of day. Many rock hounds no longer drive at night.
Good luck! Pat Santa Clara Valley Gem and Mineral Society CFMS. (California Federation of Mineralogical Societies). Affiliated with the American Federation.

"Many rock hounds no longer drive at night."
Seems like such a bold claim, but it makes sense lol

The local club near me meets over an hour from where I live. Many members live close to me. The annual rock swap/show is located 15 minutes from me. The club has a meeting building with some equipment. This may be why meetings are held there. I cannot drive that far, especially at night, to attend meetings.
Do you have a location, with a building on it to start a new rock club? A place to store equipment that club members could use? Access to equipment?
I have formed several not for profit organizations in the past. Nothing rock related, but the basics are the same. It takes a lot of time and documentation. Lots of reporting to the Government. Filling out forms, keeping track of records, etc.
I wish you well.

You don't need a building or a shop to start a club. Our club met in the Prescott Library (they had a meeting room in there that was accessible) until our club got too big to meet there. Then we moved over to the Prescott Valley Moose Lodge where we still hold meetings today. Our club is scouting for a new location presently. We also did not have a shop for people to use until a few years ago. We rent space for the shop.
Baby steps will get you there.
