I would guess about the same way you would post a picture. I would, however, suggest that you just put a link to it rather than have it download automatically. That way someone with a slow connection (dialup) can chose whether or not to download it.

The way I know how to do it is this. Part of the deal with my ISP is that I get space on thier server for my own web site. I would simply upload a file to that spot and give anyone interested the address to it. Then all one does is enter the address in the address line of one's browser. (One of the icons under my avatar is a link to my web site. Example, if you enter this address; www.mtco.com/~epa2154/rock/rockscn3.jpg you would see a picture of one of my polished rocks. Instead of the JPG file it could have been just as easily an AVI file.) If you don't have access to an internet server, then I am not sure how you might do what you want. Maybe others can help.
