I have no idea, but here are a few things I noticed... It appears to be adjustable. About 3/8 of the pole is threaded. The rest is smooth. I think the disc on the threaded end spins down the pole. The disc on the threaded end has 6 evenly spaced holes. The other one appears to have 9 holes, 3 groups of 3. Hard to tell from the pics. The round thing(s?) next to the pole have 2 'pins' sticking up. I think the pins go in the holes. Can't tell from the pics if it's a small ring inside a big ring or all one piece. It's for braiding wire. You thread the wires through the disk and they braid as you spin the disk up or down the threaded rod.

so it's not for pole dancing, it's for MayPole. That's why the rod is threaded, so the disk twirls down as you hold the wire that you have tied to the disk and skip around the pole
Either that or a room devider.
